Azem Rexhaj was appointed from SRSG (Special Representative of Secretary General) as the Director of the Independent Commission for Mines and Minerals (ICMM) on 02.04.2007, I was appointed from SRSG Deputy Director of the same institution from 24.05.2005 until 01.04.2007.
The responsibilities of the Director (Chief Executive) are as following:
(a) Performing all functions delegated to me by the Board;
(b) Conducting the ordinary business of the Commission in accordance with any decisions or instructions issued by the Board;
(c) Organizing, appointing and dismissing staff (other than the Deputy Director) of the Commission in accordance with any decision made or instruction issued by the Board;
(d) Preparing meetings of the Board and ensuring the proper implementation of decisions made by the Board.
(e) Provision of legal support to national and international Companies regarding draft of contracts (concession contract, commercial contract)
(f) Provision of legal support to Companies and Municipalities concerning quarry licensing (exploration and exploitation licences)
(g) Provision of legal advice to Municipalities regarding fiscal law and civil procedure law
(h) Provision of legal advice to the Governing Board regarding all legal matters, including fiscal law and civil procedure law
(i) Provision of assistance in mediation of disputes between Municipalities and Companies
(j) Preparation of Regulations, Administrative Directions and Administrative Instructions, including various safety legislation
(k) Various technical guidelines, rules, orders and other legal documentation issued to those regulated by the Directorate pursuant to the applicable law as required.
